Which port on the CRS317 is your PC connected to?
If it is ether1, you should try the other ports, but since they are SFP's, you will need a copper SFP, and it may well not work if you haven't already configured it.
It is possible that by using the Quickset as "router" the ether1 has become a WAN port, and so the firewall and/or allowed interfaces for MAC-winbox prevent you from connecting to it.
