To my knowledge there is no restriction while being active as internet connection.
I've had a similar device (SXT LTE) when we still had our vacation house in France (in the middle of nowhere), worked just fine.
Can you provide your config on the SMS part ?
/tool/sms export file=anynameyouwish
Then post between <code> quotes for easier readability.
