If you want to have some static hosts, keep their ip address and ban them in mangle rule ... it tells me that we don't speak the same logic.
You can mark the static lease banned, clear client id, replace ip address with 0.0.0.0 and mark blocked:I do this, but is more like a teasing than a security measure.
If you want the ip leased to a specific mac address and then added to an address list you can just fill the "Address list" field in the Winbox gui.
I am just guessing what you want to achieve: block or tease. Security is not this way.
